Programme Coordinator – Lebanon

PRESENTATION
Educo is a global development and humanitarian NGO, member of the ChildFund Alliance. We work to defend children's rights and promote sustainable social change by improving the conditions of vulnerable populations, especially children. Our action is guided by the Convention on the Rights of the Child, with institutional goals focused on education, protection, and governance.

We work in Spain and in countries across Africa, the Americas, and Asia through social projects involving more than 550,000 children and 150,000 adults to promote just and equitable societies that guarantee their rights and well-being. CONTEXT OF THE POSITION
Educo is initiating the process to establish a country office in Lebanon, in response to the growing humanitarian needs and the critical situation affecting children and communities. The Programme Coordinator will play a key role in launching Educo’s presence in the country, coordinating the start-up phase and laying the foundation for impactful programming.

WHAT IS THE PURPOSE OF THIS POSITION?
The Programme Coordinator will establish and lead Educo’s presence in Lebanon, managing all phases of office start-up and representing the organisation at national level. Initially acting as the sole Educo staff member in the country, this role requires a high degree of autonomy, strategic thinking, and operational capacity. The 
Programme Coordinator will serve as the institutional focal point for relations with donors, authorities, and strategic partners, mobilise resources, and foster alliances to implement impactful programmes for children and communities.

FUNCTIONS
  • Coordinate the legal, administrative, and logistical processes for opening Educo’s office in Lebanon.
  • Ensure compliance with national regulations and Educo’s internal policies.
  • Act as the main institutional representative with donors, government authorities, and civil society actors.
  • Build and maintain strategic alliances from scratch with local, national, and international stakeholders.
  • Develop and implement a resource mobilisation plan, including donor mapping, proposal development, and negotiations.
  • Oversee programme implementation with implementing partners, ensuring quality, relevance, and accountability.
  • Participate actively in relevant coordination forums, working groups, and sectoral networks.
  • Develop and maintain a Country Strategy for Lebanon in line with regional and global frameworks.
  • Provide regular progress reports and strategic recommendations directly to Head Office.
SUCCESS CRITERIA
First 12 months (to be confirmed and ‘fine tuned’ with the person chosen):
  • Educo’s Lebanon office is operational with basic management systems in place.
  • Key institutional relationships initiated with donors, authorities, and coordination platforms.
  • Oversee programme implementation with implementing partners, ensuring quality, relevance, and accountability.
  • Comprehensive stakeholder and donor mapping completed, with an engagement plan underway.
  • Active participation in relevant national coordination forums and sectoral working groups.
PROFILE REQUIREMENTS
  • University degree in International Development, Social Sciences, or a related field (Master’s degree preferred).
  • Minimum of 5–7 years of progressive experience in programme coordination or management within the humanitarian and/or development sector.
  • Proven experience in resource mobilization, donor engagement, and partnership management.
  • Solid understanding of Lebanon’s humanitarian and development context.
  • Demonstrated experience in people management.
  • Strong interpersonal, negotiation, and representation skills.
  • Fluency in English and Arabic; French is a strong asset.
  • Valid driving license required.

LOCATION
Beirut, with travel within Lebanon.

CONDITIONS AND CONTRACT DURATION
  • The initial contract will be a consultancy agreement, subject to review depending on the organization’s registration process in-country.
  • Monthly consultancy fee: €2,800.
  • Transportation costs will be covered by Educo (exact mechanism to be confirmed).
  • Initial commitment: 12 months, structured as two consecutive six-month contracts.
